Selecting the wrong loitering munition supplier is a multi-year, multi-million dollar mistake. This checklist gives procurement officers a structured framework for evaluating suppliers across technology, compliance, support, and commercial terms — before signing a contract.

Why Supplier Evaluation Matters More Than Platform Specs

Most defense procurement processes spend 80% of their evaluation time on platform specifications and 20% on supplier capability. This ratio should be reversed.

A loitering munition with impressive specifications delivered by an unreliable supplier — one that cannot provide spare parts, operator training, or technical support after delivery — is operationally useless. Conversely, a supplier with proven delivery capability, robust after-sales infrastructure, and genuine technology independence can be a strategic partner for decades.

This checklist provides a structured framework for evaluating loitering munition suppliers across six critical dimensions.


Dimension 1: Technology Independence

Why it matters: Suppliers who rely on third-party components for critical subsystems (flight controllers, datalinks, AI processors) are vulnerable to supply chain disruption and cannot guarantee long-term parts availability. Questions to ask:
  • Do you hold core invention patents for your guidance system, datalink, and navigation stack?
  • What percentage of critical components are manufactured in-house vs. sourced from third parties?
  • Can you provide source code escrow for flight control firmware?
  • What is your component substitution policy if a critical part becomes unavailable?
Red flags:
  • Inability to name specific patents or patent numbers
  • Heavy reliance on commercial-off-the-shelf (COTS) autopilot systems for military applications
  • Vague answers about component sourcing

Why it matters: Purchasing defense equipment from a non-compliant supplier can expose your organization to legal liability and create operational disruptions if equipment is subsequently embargoed. Questions to ask:
  • Do you hold the required export licenses for the specific systems you are offering?
  • What export control classification applies to this system under Chinese dual-use export regulations?
  • Have you completed export transactions to countries with similar regulatory profiles to ours?
  • Can you provide documentation of previous export authorizations?
Red flags:
  • Inability to provide specific export license documentation
  • Offering to supply systems without discussing export control requirements
  • No established compliance department or legal counsel for export matters
What to verify: Request copies of export authorization documents for comparable previous transactions. Engage your own legal counsel to verify compliance before contract execution.

Dimension 3: After-Sales Support & Training

Why it matters: Loitering munition systems require trained operators and ongoing maintenance support. A system without adequate training and support infrastructure will not achieve operational readiness. Questions to ask:
  • What operator training programs do you provide, and where are they conducted?
  • What is your in-country support model — do you have local representatives or rely on remote support?
  • What is your guaranteed response time for technical support requests?
  • What is your spare parts availability commitment and minimum stock holding?
  • Do you provide training for maintenance personnel, not just operators?
Red flags:
  • Training offered only at the manufacturer's facility with no in-country option
  • No defined SLA for technical support response times
  • Spare parts availability not contractually guaranteed
  • Training limited to platform operation without sensor interpretation or mission planning
What good looks like: A supplier should offer a complete training package covering platform operation, sensor interpretation, mission planning, basic maintenance, and emergency procedures — either at your facility or at a regional training center.

Dimension 4: Manufacturing Capability & Delivery Reliability

Why it matters: Many defense procurement disasters stem from suppliers who win contracts they cannot fulfill. Verifying manufacturing capacity before contract award is essential. Questions to ask:
  • What is your current annual production capacity for this system?
  • What is your current order backlog, and how does it affect our delivery timeline?
  • Can we conduct a factory visit before contract award?
  • What quality management certifications do you hold?
  • What is your on-time delivery rate for the past 12 months?
Red flags:
  • Refusal to allow factory visits
  • Inability to provide delivery references from comparable contracts
  • No quality management certification (ISO 9001 minimum)
  • Delivery timeline estimates that seem unrealistically short
What to verify: Request delivery records for at least three comparable contracts. Factory visits are strongly recommended for orders exceeding 50 units.

Dimension 5: Commercial Terms

Why it matters: Unfavorable commercial terms can create significant financial and operational risk over the life of a contract. Key terms to negotiate:
  • Minimum Order Quantity (MOQ): Ensure MOQ is compatible with your evaluation and initial procurement requirements
  • Payment terms: Milestone-based payments tied to delivery and acceptance testing are preferable to large upfront payments
  • Warranty terms: Minimum 12-month warranty; clarify what is covered and the process for warranty claims
  • Price escalation: Fix prices for the contract duration or agree on a transparent escalation formula
  • Intellectual property: Clarify IP ownership for any customization work performed
  • Termination clauses: Ensure you have exit rights if the supplier fails to meet delivery or performance obligations

Dimension 6: Operational References

Why it matters: Past performance is the strongest predictor of future performance. Suppliers who cannot provide operational references should be treated with caution. Questions to ask:
  • Can you provide references from customers who have deployed this system operationally (not just for evaluation)?
  • What countries have you supplied this system to?
  • Can you provide performance data from operational deployments?
Red flags:
  • No operational references (evaluation-only customers are insufficient)
  • References in countries with very different operational environments from yours
  • Unwillingness to provide direct contact with reference customers
